Serge Golovanov, Ph.D., Dipl. Engineer
 
Chairman and Project Leader “New Information Instruments for Organizational Benchmarking (IOB)”
 
Dr. Serge Golovanov is a co-founder of the ASIDEES. He has accumulated important experience both in design and field implementations of enterprise performance measurements with ICT as of 1996. As General Manager of GOLEM IMS GMBH he supervised development of software tools for SME entrepreneurs under the long-term agreement with United Nations Industrial Development Organization (1998-2010).
 
As UNIDO and EC international consultant and trainer he took part in industrial modernization and upgrading programmes in Bahrain, Colombia, Cuba, Egypt, India, Indonesia, Kenya, Lebanon, Slovakia, Saudi Arabia, Pakistan, Palestine, Poland, Russia, Serbia, Tanzania, Turkey, Ukraine, Uganda, United Kingdom, Venezuela, Zambia.
 
While serving Board Member of International Network of Small and Medium Enterprises (INSME) Mr. Golovanov took part and contributed to various public events and conferences (Dubai, Uruguay, Sweden, Italy, Romania and China).
 
The new organizational performance benchmarking concepts were initially introduced in his presentation in Second OECD Ministerial Conference on SMEs, Istanbul, Turkey (2004). He led the entrepreneurship facilitation programme "Management of Change" in Lebanon by European - Lebanese Center for Industrial Modernization (ELCIM) of Ministry of Industry of Lebanon and financial support by European Union (2007-2008).
 
Prior to establishing the ICT consulting and development company GOLEM IMS GMBH in Austria in 1991, Dr. Golovanov was senior researcher in International Institute for Applied Systems Analysis, Austria (IIASA), Researcher in Institute of System Analysis, Moscow, Russia (ISA), Engineer in Korolev Rocket and Space Corporation “Energia”, Moscow region, Russia.
 
Mr. S. Golovanov had addressed meetings sponsored by the OECD, United Nations, National Ministries, Industrial Chambers and Confederations in Austria, Egypt, India, China, Colombia, Indonesia, Lebanon, Poland, Saudi Arabia, Russia and Ukraine. 
 
Serge Golovanov is an alumnus of the IIASA and holds a Diploma in Engineering from Moscow Aviation Technical University, Ph.D. in Systems and Computer Sciences from Institute of System Sciences, Moscow, Russia.
